Why We’re Considering Pool Removal
Desert Horizons has always prioritized maintaining a welcoming, sustainable, and financially sound community. Over the years, our 20 community pools have provided enjoyment, but many are now underutilized—especially in areas where private pools are nearby. At the same time, these pools are increasingly costly to maintain.
The Board is committed to ensuring our resources are used wisely and in alignment with our strategic plan. After careful study, community surveys, and committee recommendations, we are moving forward with a member vote on the proposed removal of eight underused pools.

Which Pools Are Affected?
The following pools have been identified for removal:
Pools #9, 10, 11, 14, 15, 17, 18, and 19.

These were the least used, most expensive to repair, or located in areas with many private pools.
Future Use of Pool Spaces
After removal, these areas will be landscaped into attractive, low-maintenance green spaces. Landscaping plans will consider the input of nearby homeowners.
The HOA will also explore additional opportunities for future use of these parcels subject to further approvals.

Financial Impact
If the measure passes

One-time removal cost: about $400,000.
Funding plan: paid through the HOA’s annual capital-expenditures budgeting process . -
Ongoing savings: reduces HOA operating costs by $100,000+ per year (chemicals, utilities, staffing, insurance).

If the measure does not pass

Renovation requirement: community pools would need to be upgraded to current standards.

Estimated renovation cost: approximately $760,000 (with no offsetting savings).

Funding impact: to cover this larger expense, a special assessment would likely be required.
This approach balances short-term investment with long-term fiscal responsibility, helping to stabilize dues while still providing excellent amenities.

Your Voice Matters – The Voting Process
According to our by-laws, removing or eliminating any community facility requires approval by:
- A majority of a quorum of members
- Quorum = at least 256 members voting
